Japanese authorities are evaluating a new financial mechanism designed to direct public capital toward private corporate lending. The plan aims to relieve funding pressure on commercial banks while accelerating investment in key growth areas. The Ministry of Economy, Trade and Industry presented the concept at a recent investment forum established under the government’s asset management strategy.

Under the proposal, the government-backed Japan Finance Corp would provide funds directly to commercial banks. These banks would then extend loans to companies undertaking large-scale investments or acquisitions. To further stimulate lending, the government would offer partial loss guarantees on qualifying loans. This measure is intended to reduce credit risk for lenders and support projects deemed vital to the nation’s long-term economic strategy.

The initiative addresses a specific market gap where large and long-term projects often struggle to secure private financing due to higher risk profiles. Demand for capital is projected to rise as firms invest in 17 priority sectors identified by the government. These sectors include semiconductors and artificial intelligence, areas where private institutions alone may find it difficult to provide sufficient funding.

Prime Minister Sanae Takaichi’s administration has established a concrete target for this effort. The government seeks to mobilize more than 370 trillion yen, equivalent to 2.4 trillion dollars, in combined public and private investment by fiscal year 2040. This goal is a central component of the administration’s broader growth strategy.

The exchange rate used for these calculations places the dollar at 157.76 yen. The proposed framework expands an existing financing structure to allow for more direct government involvement in corporate credit. By lowering the cost of risk for private lenders, the government hopes to unlock capital for strategic projects that might otherwise remain unfunded.
