Students in Pennsylvania will be prohibited from using mobile devices on school grounds during the school day beginning in the 2027-28 academic year. The new state law, signed by Gov. Josh Shapiro on Monday, mandates a bell-to-bell ban with specific exceptions for approved emergency and medical needs. Districts now face the task of updating local rules to align with this statewide mandate.
The impact of the law varies by district depending on existing regulations. Many school systems currently allow phone use during lunch or between classes. Those windows of freedom will close when the state law takes effect. Local administrators must determine how to enforce the new restrictions on their campuses.
Jeannette City School District has implemented a policy this year that keeps phones out of sight during class. Superintendent Matt Jones described the transition as smooth. Jones stated that the district is ahead of the curve because it already limits distractions. He noted that the primary goal is protecting instructional time.
Kelsey Kotun, an assistant principal at Jeannette Junior-Senior High School, said the district developed its current rules to keep students focused on learning rather than their screens. She observed that students appear happier and more engaged in conversations with peers since the policy began. The district will revise its guidelines to match the new state legislation.
Deer Lakes School District has followed a comprehensive device policy since 2022. That policy already bans electronic devices during the school day in buildings, on property, and on buses. It also prohibits use in locker rooms and bathrooms. Spokesperson Shawn Annarelli said the district supports the intent of the new legislation. Leaders are currently reviewing their existing rules to ensure full compliance.
Franklin Regional School District adopted a policy in November 2025 that allows teachers to decide when phones are used. Students can currently use devices for educational purposes or during breaks. Communications director Deana Callipare said officials will likely address policy updates in November. The district is working internally to prepare for the 2027-28 requirements.
Leechburg Area School District is seeking state funding to purchase NuKase lock boxes for storing student devices. Superintendent Dave Keibler said the district applied for a grant through the Pennsylvania Commission on Crime and Delinquency. The district is updating its policies to ensure a smooth transition. Guidelines will include protocols for emergencies and accommodations for students with documented medical needs.
